The historical Vijaypura, modern-day Bizpur spread over a vast region constituting areas from Shyamnagar to Kanchrapara. The governing body of the area at first was Naihati Municipality (est. 1869). But on the ground of administrative problems due to huge area of the Municipality, the Good-Will Fraternity of Halisahar claimed a separate constitution during the year 1901. On the 1st of July, 1903 Halisahar along with Kanchrapara formed a separate Municipality. The first Municipal chairman of this newly formed Municipality was G. E. Jones- the then Loco-Superintendent of Kanchrapara Railway Factory. The first Indian Chairman of the Municipality was Col. Kali Prasad Gupta (1905). The first year’s earnings of the Municipality during the year 1903-04 were 8000 rupees and the annual expenditure was 4000 rupees. Kanchrapara got its separate entity at 1917.
The first election of Halisahar Municipality took place in the year 1933. A copper plate sculpted in memory of the first election is still seen at the premises of Indian Paper Pulp Mill’s staff quarter. At first the British Government of India use to decide the Municipal Chairman but after that the people of Halisahar got their election rights.
